I doubt whether there is any truth in the statement that all EU cars are the same spec. You do not say which engine you have, but stop/start is more to do with the power output. An 87 bhp petrol will not have stop/start, but a 110 or 130 bhp car probably will.

It doesn't suck the air in. The engine fan comes on to cool the returning aircon fluid. It is quite normal. Should be quite quiet inside the car.
